Signing up to the PostOffice service is not open to the public. You are required to have a CyberArmy rank of CyberArmy rank of Lieutenant Kernel (Z6 clearance) in order to get a free webmail account. 
You can get the required rank by signing up to the <a href="http://igd-studios.com/zebulun">Zebulun challenge</a>, and attaining the required rank.
